베트남, 호주와의 유대관계를 강화하다.

베트남이 본격적으로 국제사회의 일원으로 떠오르고 있습니다. 얼마전 문재인대통령이 방문해서도 수교에 대한 강화를 맺었습니다. 그리고 호주와의 관계도 강화하는 협정을 체결했습니다. 베트남이 고도성장기에 접어든만큼 동남아의 주요 국제사회일원으로써 역할을 잘 수행해줬으면 좋겠습니다. 다만 걱정되는것은 공산당 일단 체제가 걱정됩니다. 시간이 지나면 이러한 체제 필연적으로 부패 할 수 밖에 없기때문입니다. 중국을 표방하지 말고 적절한 균형을 유지해 사회주의 국가의 새로운 롤모델이 되기를 바랍니다.

Vietnam Seeks Closer Ties with Australia

베트남, 호주와 유대관계를 강화하다.

Vietnam is seeking closer relations with Australia in an effort to limit Chinese expansion in the South China Sea.

베트남은 남중해에서 중국의 영해 확장에 대항해여 호주와 긴밀한 유대관계를 구축했습니다.

On March 15, Vietnam and Australia signed a strategic partnership to increase contacts between high-level officials of the two countries. The latest partnership includes promises to deal with “security threats,” and work together on “maritime policy-making.”

지난 3월 15일, 베트남과 호주는 두 나라 간에 관계를 강화하는 전략적 파트너 관계를 체결했습니다. 최근에 체결된 이 협정에는 “안보위협”에 대한 문제의 접근 포함되어있고, “해양정책수립”을 함께 하기로 했습니다.

China and Vietnam have disputes over sovereignty issues in the South China Sea. Taiwan and three other Southeast Asian countries also have territorial claims in the same area.

중국과 베트남은 남중해의 통치권에 관한 논쟁이 있습니다. 대만과 다른 동남아 3국도 같은 지역의 영역 분쟁이 있습니다. 

Australia belongs to an alliance that includes India, Japan and the United States. The four nations want the South China Sea to remain open. But experts say the countries do not want to damage their trade ties with China.

호주는 인도,일본 그리고 미국과 동맹국에 속해있습니다. 이 4개국가는 남중해가 어디도 속하기를 바라지 않습니다. 하지만 전문가들은 이국가들은 그저 이 나라들이 중국과의 무역거래에서 차질이 빚어지는 것을 원치않는 것이라 했습니다. 

China’s government has angered other claimants to parts of the South China Sea over the past 10 years. Chinese crews have built up and developed small islands in the sea for possible military use.

중국 정부는 지난 10년간 남중해 일부에 관한 분쟁에 대해서 분노 했습니다. 중국은 남중에해 잠재적으로 군사적으로 사용가능한 인공섬을 구축했습니다. 

But both Australia and Vietnam consider China their top trading partner. Observers say this means the countries are unlikely to enter into conflict with China at sea.

하지만 호주와 베트남은 중국이 그들의 가장 중요한 무역파트너임을 생각해야합니다. 관계자들은 이 때문에 남중해에서 중국과의 충돌이 생길거라고 생각하지 않습니다. 

“With the [multi-country foreign] policy, Vietnam can develop some kind of counterbalance against China in the case of the absence of American presence in the region. Even though Australia is a second-tier power, in some sense they can make up for the U.S. in some aspects when the U.S. is going back to an America-first policy,” argues Trung Nguyen, international relations dean at the Ho Chi Minh University of Social Sciences and Humanities.

Experts say that independent nations like Vietnam aren’t inherently poor because of how they are governed, but because they are often blocked out from trade.

전문가들은  베트남과 같은 독립국가는 본질적으로 가난하지 않다고 합니다. 그들은 정부를 가졌기 때문이죠 하지만 그들이 가난한 이유는 종종 무역을 차단하기 때문입니다.
